This research determined the teachers' reading strategies, and the Grade 2 and 3 pupils oral reading level in Mother-Tongue Based Multilingual Education (MTB-MLE) with the aim of coming up with a Proposed Reading Intervention Program. Descriptive correlation research method was employed in this study with the use of total enumeration/total population sampling with 23 teachers respondents and 877 Grade 2 and 3 pupils. The instruments used are the Teacher's Reading Strategy Questionnaire adapted from Emily (2017) and modified by the researcher herself; and DepEd Philippine Informal Reading Inventory (PHIL-IRI) passages for Grade 2 and 3 pupils.
